I used to work at Petsmart - all their collars are listed as the LARGEST size they can go to. In other words, that "18 inch" collar you tried on probably WAS a 16-18 inch.

But, the best way to get the best fit is to actually take your boxer into Petsmart and start trying them on. Don't ever completely trust the size listed, things get put back in the wrong place and labels get switched around. The only sure-fire way to find a nicely fitting collar is to try them on him at the store. If he's a little rambunctuous in public just ask the cashier up front to page an employee to help you. Good luck!
References :
I have two 9 month old boxers and I'd go with the 18"-20". You will be able to adjust it larger if they grow more. The dog is not done growing and if you go with the 18"-20" you will have that additional room to expand wheras is you got the 16"-18" they will probably grow out of it and you will have to buy another. Mine did at least!! Keep collar snug but able to put 2 fingers inbetween it and the dog!
References :
The 18-20" collar would be your best bet. Your dog is still growing so buying the larger collar will allow you to use it for a longer period of time.

Go with the18-20. A 7 mo. old boxer is going to grow more. You don't want a collar to be tight you want about and inch and a half between his neck and the collar. Don't be surprised if down the road you need to invest in a new collar because he grows out of this one.
References :
Well I would go with the 18 to 20" collar. This allows room for him to grow, since hes only 7months hell be going a bit more of this. It also allows room for error, if the collar is too big you can always make another hole in the collar to make it tighter. If you were to get a collar that is too small you cant make it bigger, once you get to the last hole theres nothing left! A good rule of thumb is to measure his neck and then add 2", that should give you a comfortable fitting collar thats not too big or too small.
